Wettbewerbsaufgabe
The aim of the contest is to get the best ideas and solution proposals based on evaluation criteria for the juryen, as stated in the tender documentation Part III. The planning and design contest shall be a contribution to Oslo municipality's work in developing a “village” for persons with cognitive decline who require care in Furuset in Oslo-Furuset hageby, within Oslo municipality's model area in Future Built-Furuset.

The 3 best qualified tenderers will be invited to participate in the contest for submitting a concrete solution proposal.

The jury shall select one winner. We intend to enter into a service contract, further engineering design assignments, with the winner of the contest for continuing the project work with the “village”.

Besides selecting a winner, the jury shall also rank the other teams into second and third place.

The assignment is ordered by Oslo Sykehjemsetat (SYE), who shall also be the user of the concept. The assignment is a Futurebuit project.

Section III: Legal, economic, financial and technical information

III.1) Conditions for participation
III.1.10) Criteria for the selection of participants: Qualifications will be assessed based on the submitted documentation. Applicants must meet all the qualification requirements in order to participate in the competition. If more than three (3) tenderers qualify for participation, OBY will pre-qualify the 3 best applicants based on the requirements for the tenderer's technical/professional qualifications, relevant experience and good competence in key personnel. The selection criteria for the participants are: — The applicant's tax and VAT payments shall be in order. Documentation requirement: Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Authority. Foreign tenderers shall enclose a certificate from equivalent authorities to the Norwegian authorities. *** — Applicants must be a legally established company. Documentation requirement: Norwegian companies: Company Registration Certificate: Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities. *** — Tenderers shall have sufficient financial capacity. Documentation requirement: Credit evaluation/rating, not older than 6 months, based on the last known fiscal figures. The contracting authority can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the board's annual reports and the auditor's reports. If, for valid reasons, a tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove his economic and financial position with any other document that the contracting authority finds acceptable. *** — Applicants must have the capacity to fulfil the assignment. Documentation requirement: A statement of the tenderer's average workforce and the number of employees in the last three years (can be an organisation chart). A minimum of two resources/key persons is required for the assignment (see the next point). *** — Relevant experience and competence in key personnel. This point will be used for any selection in a pre-qualification where more than three tenderers are qualified. Tenderers shall have a minimum of two (2) and a maximum of four (4) relevant resources/key persons. Relevant resources means, amongst other things, experience with (the list is not exhaustive): Feasibility studies, sketch projects and engineering design services for the construction and renovation of nursing homes, sheltered accommodation, institutions, or other relevant public buildings. Cooperation projects with public builders and contracting authorities. Documentation requirement: — A template for CVs is attached and must be used. Only information in this CV will be used in the evaluation. — The CV shall state formal competence and experience from equivalent assignments for key persons for the assignment, whom the tenderer commits to use for the assignment. — A maximum of 8 references shall be submitted. — Plus points will be awarded when: a) The person has had special focus on the new development of energy and environment measures; b) The person has prepared a room and function plan; c) The person has experience as a project manager; d) The person has experience as a building architect; e) The person has experience as an interior architect; f) The person has experience has a landscape architect. — 1 CV can cover 1 or several of the competence/experience areas. — The group will be evaluated together. — The key personnel cannot be replaced without consent from the contracting authority. New key personnel shall be equally as good or better. Costs of replacing key personnel are to be met by the tenderer. IV.1.9) Criteria for the evaluation of projects: We would like to use the contest to find solution proposals that in total take care of the contest's intentions and requirements in the best possible way after a total evaluation based on 5 judgement criteria with sub-points. See Part III point 4 for the sub-points, the 5 judgement points are as follows: 1. Feasibility and total economy; 2. The relationship with the surroundings and adaption to the location; 3. Architectonic stand and functional flexibility; 4. Parking; 5. Environment and energy requirements.

Number and value of the prize(s) to be awarded: The winner of the contest will be invited to subsequent negotiations for the award of the engineering design assignment (service contract). Reservations — service contract: There are often uncertainties regarding major construction projects, including needs and budget, this also applies to this project. OBY therefore reserves the right not to enter into a service contract with the winner. If OBY chooses not to enter into a service contract with the winner, the winner will, instead, receive compensation of 500 000 NOK + VAT. Besides selecting a winner, the jury shall also rank the other teams into second and third place. If there is no agreement on a service contract with the winner, OBY has the right, but not a duty, to enter into a service contract with the team in second place, etc. The teams in the contest, except the winner, will receive a fee of 200 000 NOK + VAT. The prerequisite for the payment of the fee is that the jury has approved the team's respective solution proposal. If a tender is not approved, or if it is rejected on another basis, the fee will not be paid.
