II.2.4) Description of the procurement:
Bergen Kommune (Bergen Municipality) invites tenderers to participate in a planning and design contest for the inner area of indre Laksevåg.
This idea contest does not obligate the contracting authority to giver further assignments. The contracting authority has the option to continue the assignment to a value of up to NOK 400 000 for the tenderer with the winning tender. If the tenderer does not have sufficient competence o capacity to implement continuation of the assignment, the contracting authority can require that the winner cooperates with another architect office in order to implement the assignment.
The contest is open for architects, landscape architect and equivalent professional groups with a recognised exam equivalent to a masters degree, and for persons and businesses able to document equivalent competence.
The contracting authority will have the material property rights to all of the premiered and purchased drafts, and has the right to use ideas and elements from all these drafts in the further planning and strategy work for the contest area.

IV.1.9) Criteria for the evaluation of projects:
The solution proposals will be evaluated in accordance with a general evaluation based on the following judgement criteria, which are not in any order of priority:
1) General town plan measures:
— goal achievement in relation to the assignment description point A-D;
— vision for activities, use and design of the area;
— combined disposition of new and existing buildings;
— general architectonic expression;
— use the existing qualities as resources for the area;
— attractive arrival point at Laksevåg;
— design that support a good and inclusive town environment for all;
— attractive and functional public space;
— Uniform logistics, access conditions, and accessibility;
— good connections to surrounding areas;
— design of the buildings in relation to sun, view, terrain and noise.
2) Feasibility:
— area-efficient solutions that give compact urban development, but at the same time safeguard the area’s distinctive character and promote a good living and habitat environment;
— feasibility in economically justifiable limits;
— flexibility and possibility for gradual development;
— temporary or early phase measures that support the vision;
— possibility to easily achieve requirements within universal design, fire access, technical infrastructure etc. These are details that are not solved in the contest, but must be solvable in the further planning work.

— managing surface water and rising sea level;

The jury has a combined amount of NOK 1 500 000 at their disposal. They can distribute this money at their discretion to the contest winner(s), awarded drafts. The jury can also award ‘honoured mentions’ to architects. However, these mentions are not subject to monetary awards.
