Wettbewerbsaufgabe
Ziel der Maßnahme ist die Schaffung eines „neuen Stadtgrundrisses“, der als funktionales Scharnier zwischen den verschiedenen Aspekten der Orte fungiert: Kultur, Freizeit, Arbeit, Handel und Wohnen. Alle geplanten neuen Funktionen müssen in organisch gestaltete Räume eingefügt werden, wobei die Entwicklung von der Aufwertung der Freiräume ausgeht, die sich durch ihre architektonische Gestaltung und Begrünung auszeichnen. Um dieses Ziel zu erreichen, hat Roma Capitale im Einvernehmen mit Orchidea srl den Planungswettbewerb als wesentliches Instrument festgelegt und in Umsetzung der Bestimmungen des Beschlusses der Kapitolinischen Versammlung die Unterzeichnung einer Vereinbarung zwischen der Abteilung für Stadtplanung von Roma Capitale und Orchidea srl vorgesehen, in der die Strategien für die Aufwertung dieses Immobilienkomplexes festgelegt wurden.

Das etwa 7,7 Hektar große Areal der Ex Fiera di Roma befindet sich in einem besonders prestigeträchtigen Viertel der Stadt und ist zudem von bedeutenden städtebaulichen Eingriffen betroffen. Ziel des Wettbewerbs ist es, die Grundlagen für die Errichtung eines Stadtteils zu schaffen, der sich in den bestehenden und sich entwickelnden städtischen Kontext einfügt. In ihm sollen sowohl die öffentliche Stadt, die sich durch ein durchgängiges System von ausgestatteten Grünflächen und Dienstleistungen für die Bildung und Kreativität der Jüngsten auszeichnet, als auch die private Stadt, die aus Wohnungen, einschließlich Sozialwohnungen, Gewerbe und Büros besteht, koexistieren.

Compito della competizione
L’obiettivo dell’intervento è quello di realizzare “un nuovo impianto urbano” identificato come cerniera funzionale dei diversi caratteri dei luoghi: culturale, ricreativo, lavorativo, commerciale e residenziale. Tutte le nuove funzioni previste devono essere inserite in spazi progettati in modo organico, con uno sviluppo che parta dalla valorizzazione dello spazio aperto, qualificato nella configurazione architettonica e del verde. Per raggiungere tale obiettivo Roma Capitale, di intesa con Orchidea srl, ha individuato nel concorso di progettazione lo strumento essenziale e, in attuazione di quanto prescritto nella delibera di Assemblea Capitolina, ha previsto la sottoscrizione di un Accordo tra l’Assessorato all’Urbanistica di Roma Capitale e Orchidea srl, nel quale sono state definite le strategie di valorizzazione di tale complesso immobiliare.

L’area dell’Ex Fiera di Roma, di circa 7,7 Ha, ricadente in un quadrante della città di particolare pregio, nonché interessata da rilevanti interventi di trasformazione urbana. Obiettivo del concorso è porre la premessa per la costruzione di una parte di città capace di integrarsi con il contesto urbano esistente ed in corso di realizzazione. Al suo interno dovranno convivere sia la città pubblica, che sarà caratterizzata da un sistema continuo di verde attrezzato e servizi dedicati alla formazione e creatività dei più giovani, sia la città privata fatta di abitazioni, anche sociali, attività commerciali e direzionali.

Inclusive masterplan ‘La Città della Gioia’ wins international competition for “Ex Fiera” urban regeneration in Rome


Developed by ACPV ARCHITECTS, ARUP, Asset and Parcnouveau, the winning project will guide the redevelopment of Rome’s former trade fair area “Ex Fiera”, fostering a sense of community while prioritizing the well-being and safety of families.

Milan, 11 september 2024 – ACPV ARCHITECTS, ARUP, Asset and Parcnouveau unveils the “La Città della Gioia” masterplan, an innovative and flexible urban regeneration designed to benefit its entire neighborhood. The masterplan mends the urban fabric by opening the site to the entire city, establishing a new strategic centrality: the regeneration of the “Ex Fiera” area is essential for the change currently underway in the area where the environmental and social values define new urban spaces and redevelop existing ones. A design that gives life to a new, inclusive, pedestrian, attractive and proactive settlement model, connecting urban areas through a design the declines the territorial dimension of via C. Colombo towards the more intimate one on via Dell'Arcadia, from viale di Tor Marancio to via dei Georgofili.

“In this project, to return to the community a place that has been abandoned for years, we worked on creating a sense of community and belonging. The masterplan and guidelines play a crucial role in ensuring that future residents and those of the surrounding neighborhoods can have access to all the services they need,” says architect Antonio Citterio, Chairman and Founder of ACPV ARCHITECTS.

“The project explores the latent energies of the city and, through an urban design conceived with specific goals, turns them into ethical tools. ‘La Città della Gioia’ restores meaning and purpose to a large urban portion of Rome, making public space an educational, inclusive and intergenerational experience,” says architect Patricia Viel, CEO and Founder of ACPV ARCHITECTS.

“La Città della Gioia” is a masterplan that defies trends: building a child-friendly city where younger generations become protagonists of their environment. The masterplan envisions spaces that promote care and well-being, where exchange and inclusion are the founding elements in the design of spaces.

Paolo Cresci, Associate Director of Arup and Head of Sustainable Development at Arup in Italy, underlines the innovative approach that guided the team: “one of the key objectives of the project is to propose an urban regeneration model capable of virtuously combining ecological transition and value generation for local communities. The regeneration project of the Ex- Fiere area will promote and pursue decarbonisation, climate resilience and circularity objectives with an active involvement of the main local stakeholders to generate an innovative project which also acts as a model for the city's future urban transformations.”

Sara Candiracci, Associate Director and Global Leader for Social Value & Equity at Arup, adds: “The project aims to regenerate the Ex-Fiere area and its surroundings, transforming them into an inclusive and sustainable space where nature, play, and social interaction converge to enhance the quality of life and strengthen community bonds. By incorporating child- and family-friendly design solutions that address gender, age, and ability differences, we seek to foster informal learning and social development through play. Our goal is to create environments that inspire creativity and promote both mental and physical well-being. A design that diversifies and increases the quality of public space, dedicating 50% of the areas to green space and services, offering learning and growth opportunities that respond to the interests and needs of the younger population, this initiative represents a proactive approach to urban planning that promotes an innovative model of urban experiences, creating healthy and vibrant communities. By reclaiming a vast area of the city, the redevelopment of the former trade fair area represents a unique opportunity to recognize the importance and value of play, a promoter of physical activity, social interaction and psychophysical well-being. The intergenerational city project encourages an active lifestyle from a young age and promotes healthy aging practices to improve individual development, community cohesion and quality of life.

Margherita Brianza, founder of Parcnouveau, states, "The project was born to respond to the needs of the local area and community." Our 'active green' concept is based on two key principles: expressing one's individuality and enjoying the benefits of nature. It is vital that we promote the wellbeing of all, both on an individual and a community level, in line with the principles of biophilia. The project is the result of the company's vision of 'Landscapes for People', which puts people's perspective and community needs at the heart of everything, creating social spaces that encourage and strengthen connections between people, and foster a deep reconnection with nature.

The design of the masterplan harmoniously connects the various parts of the neighborhood, building fluid transitions between public and private spaces. The residences, plaugrounds, gardens and squares become meeting places, while the tree-lined avenues and pedestrian green spaces promote a relaxed and welcoming atmosphere. The squares are designed as cultural hubs for public events, artistic performances and moments of social exchange. The approach integrates nature into the design of the spaces, enriching them with educational activities focused on biodiversity and enhancing the climate resilience of the entire area. The tree-lined avenues and large spaces of the park offer sweeping moments that declined in the language of Roman nature properly reconnect the site to its context and offer the entire neighborhood a space of welcome and freedom.

The operation aims to free up land, maximizing permeability and greenery, building a sequence of different urban scenarios through a continuous system of public spaces over the entire lot. Through strong connections among all the various green areas, a large unitary, public and inclusive urban park is created: an ecological corridor which, starting from via C. Colombo extends towards via dell'Arcadia and viale Tor Marancio, transforming the area to a source of urban and environmental regeneration.

Sergio Pasanisi, architect and founder of ASSET, believes that "the project will heal the divide between Via Cristoforo Colombo and the residential areas behind the former Fiera. Through an urban design that is environmentally conscious yet respectful of the historical heritage and original layout of this key development corridor in the capital, the area will be revitalized."
