II.2.4) Description of the procurement: Restricted planning and design contest for Nytorget Stavanger. Stavanger utvikling KF would like, on behalf of Stavanger municipality and Entra ASA, to invite tenderers to a restricted planning and design contest ('architect contest') for Nytorget. The contest is part of Stavanger Development´s development work on Nytorget, which is a strategic priority area in the centre of Stavanger. The contest will be held as a restricted planning and design contest in accordance with the public procurement regulations, chapter 31. The main aim of the contest is to get exciting and feasible proposals for how Nytorget, a central area in the centre of Stavanger, can be designed. After the pre-qualification, the Contracting Authority would like to have 3 teams who will be invited to give proposals in the actual contest. The document 'Pre-qualification for a restricted planning and design contest for Nytorget' describes the qualification basis that tenderers must fulfil in order to be able to participate in the subsequent contest. The contest programme attached to the notice is pursuant to the public procurement regulations (FOA) § 14-1(2). All pre-qualified tenderers who submit a complete proposal in the contest will receive a fee of 400 000 NOK excluding VAT. The Contracting Authority would like to award subsequent assignments to the contest winner. The primarily concerns a development plan for Nytorget, including a preliminary project and detailed engineering design services, possibly also follow-up in the construction phase. Requests for participation in the contest must be at the Contracting Authority by 04.06.2018, 12:00 at the latest. Pre-qualification and contest documents.
