Offener internationaler Wettbewerb
Wettbewerbsaufgabe

II.1.5) Short description of the contract or purchase(s)
EFU has received an order from the City Council Division for a nursery and school (BBS), dated 4.9.2015, ref. no. 1160/15 assignment ‘Engineering design for a development centre for approx. 300 pupils and 80 nursery children at Kronstad school, after the procurement of Hunstad school. The two school buildings will be joined together to one functional school based on the solution stated in the memorandum from the Development Department (EFU) dated 15.1.2015’.
The Development Department has had a review carried out and this lead to the above mentioned memorandum. The review proposed two alternatives:
1. Kronstad school: Primary school, before-and-after-school care and years 1-4.
Hunstad school: Years 5-7, special rooms, sports hall, administration/personnel
2. Kronstad school: Years 5-7, special rooms, sports hall, administration/personnel
Hunstad school: Nursery, before-and-after-school care and years 1-4.
The engineering design group must look at which of these two alternatives is the most appropriate. The engineering design group can also propose other good solutions.
Kronstad school was built in 1953 and 1964. Upgrades and renovation have been carried out and the school's outer facade is in good condition, but internally the building is behind on maintenance and the school is therefore ready for a total renovation. Hunstad school was built in 1973 and the condition is relatively better, but there is a need for some upgrades to the buildings.
In order to cover the need for pupil and nursery places in the development centre, the use of both of these schools have been chosen. This requires some alterations and adaptations, in addition to the renovation, in order to make the buildings functional for their intended use.
The Cultural Heritage Management Office and the Cultural Heritage Management Authorities will be important cooperation partners. The Cultural Heritage Management Office believes that Kronstad school has great architectural historical value and is considered to have a very high protection value. The school is located in an area worthy of protection, which strengthens the school's protection value.
Replacement school — The review says that there are good options for adapting Kronstad/Hunstad when construction measures shall be carried out on one of the buildings. It is not yet clear which building the work shall start on, but BBS would like to start with Hunstad and use the area at Kronstad during the construction phase, and then move pupils over to Hunstad when it is ready. The engineering design group must look at what the final solution will be.
The engineering design work must start immediately after the contract has been awarded, and in the provisional progress plan, just over one year has been allowed for the engineering design services including a draft project, preliminary project, detailed project and the procurement of a general contractor. The construction phase is calculated to be three years.
