Wettbewerbsaufgabe
In dem Grundsatzdokument "Housing for All" (Wohnen für alle) hat sich die Regierung verpflichtet, bei der Entwicklung von Städten einen "Town Centre First"-Ansatz zu fördern. Die "Town Centre First"-Politik zielt darauf ab, Stadtzentren zu schaffen, die als lebensfähige, lebendige und attraktive Orte zum Leben, Arbeiten und für die Freizeitgestaltung fungieren, um eine verstärkte Wohnnutzung in unseren ländlichen Städten und Dörfern zu fördern, die mit den Zielen des Nationalen Planungsrahmens und des Klimaaktionsplans im Einklang steht. Mit diesen Wettbewerben für das Wohnen im Stadtzentrum sollen innovative Lösungen für den sozialen Wohnungsbau in den Stadtzentren gefördert werden. Nach Rücksprache mit den lokalen Behörden hat das Ministerium für Wohnungswesen, Kommunalverwaltung und Kulturerbe (Department of Housing Local Government and Heritage - DHLGH) vier Standorte im Stadtzentrum von Castleblayney, Co. Monaghan; Kildare, Co. Kildare; Roscrea, Co. Tipperary, und Sligo, Co. Sligo, ausgewählt.
Im Auftrag der DHLGH und der lokalen Behörden führt das Royal Institute of the Architects of Ireland (RIAI) für diese Städte vier getrennte Wettbewerbe durch, die gleichzeitig stattfinden. Es ist vorgesehen, dass die siegreichen Büros den Planungsauftrag erhalten und die ausgewählten Standorte als echte Sozialwohnungsbauprojekte von den verschiedenen lokalen Behörden (oder von der zugelassenen Wohnungsbaugesellschaft im Namen der lokalen Behörde) vorangetrieben werden, die das siegreiche Planungsteam ernennen werden, um den Vorschlag bis zum Bau und zur Übergabe voranzutreiben, finanziert von der DHLGH.
Mit dem Wettbewerb sollen innovative Entwürfe für den innerstädtischen Wohnungsbau hervorgebracht werden und um die Vielfalt bei der Reaktion und der Vergabe von Kontakten zu fördern, kann jeder Teilnehmer (d. h. Architekt/Büro) Beiträge für höchstens zwei der vier Wettbewerbsstandorte einreichen. Als Ergebnis des Wettbewerbs werden nicht mehr als zwei Aufträge an einen Architekten und/oder ein Büro vergeben.
Diese Bekanntmachung bezieht sich auf den Wettbewerb für den Bau von Sozialwohnungen am Standort Gantly Road, Roscrea, Co. Tipperary.
Competition assignment
In the Housing for All policy document the Government committed to promoting a ‘Town Centre First’ approach to development in towns. The Town Centre First policy aims to create town centres that function as viable, vibrant and attractive locations for people to live, work and for leisure, to promote increased residential use in our rural towns and villages, consistent with the objectives of the National Planning Framework, and Climate Action Plan. These Town Centre Living competitions seek to encourage innovative design solutions for social housing within town centres. Following engagement with Local Authorities, the Department of Housing Local Government and Heritage (DHLGH) has selected four town centre sites in Castleblayney, Co. Monaghan; Kildare, Co. Kildare; Roscrea, Co. Tipperary; and Sligo, Co. Sligo.
On behalf of the DHLGH and Local Authorities, the Royal Institute of the Architects of Ireland (RIAI) is running four separate competitions for these towns concurrently. It is intended that the winning practices will be awarded the design commission and the selected sites would be progressed as real social housing projects by the various local authorities (LAs), (or Approved Housing Body on behalf of the LA) who will appoint the winning design team to progress the proposal to construction and delivery, funded by DHLGH.
The competition is intended to generate design innovation in town centre housing and in order to promote diversity in the response and award of contacts, each entrant (i.e. Architect/Practice) may submit entries for a maximum of any two of the four competition sites. No more than two contracts will be awarded to an architect and/or practice as an outcome of the competition.

This competition is administered by The Royal Institute of the Architects of Ireland [RIAI] on behalf of Tipperary County Council.
Registration for the Competition is free of charge. The full Competition Brief for each site including Appendices (reports, drawings, site photographs, and regulations) is available from the RIAI website.
